One of the wonderful aspects of Bill Clinton's administration, as any woman on this blog can attest to that deals with grants and funding for non-profits, was his attention to the needs of women and the poor. He established huge sweeping funding for countless programs in which women, minorities and the poor were advantaged. His mantra was you can take care of the poor while making the nation rich. Which flew in the fact of Bush and Regan's mantra which was the rich got richer while the poor got poorer. So it stands to reason and came as no surprise when George W took office some of the first programs sliced and diced were those in place for women, minorities and the poor. These have always been the programs to lose funding first because they are perceived as "non essential". I hope that the citizens of California will not only fight these cuts but also remember this come the next election cycle. Remember who was responsible for cutting necessary and needed funding for the most vulnerable among you.
