Hoover was not give the chance to solve the nation's economic crisis. He lost the election to Franklin Roosevelt. When an economic downturn occurs, people blame the president and vote for the opposition. They figure that a change is in order and Roosevelt capitalized on the situation, blaming Hoover and make wild promises to fix the problem. As often happens in such situation, a new Congress rode in on his coat tails and rubber-stamped all of his programs, even those that were unconstitutional.
FDR tried out a lot of government programs to end the depression and made radio programs, (his fireside chats), to give the people hope. The USA Great Depression really ended in 1940, when the USA built equipment for overseas countries fighting in WWII.

The Great Depression (circa 1929-1941) was a time when the bottom fell out of the stock market, and triggered a worldwide economic recession, with many businesses shut down and millions left unemployed. People who were financially solvent one day were penniless the next day. People lost their homes, farms, businesses. People were put out onto the street. This economic crash began in 1929 but continued throughout the 1930s, and was only partly addressed by new government financial programs under President Franklin D. Roosevelt. Only the boom caused by World War II finally ended the depression.
