The designation "BU" for any coin means "Bright Uncirculated".

A 1994 half dollar graded BU would be made of copper-nickel, not silver ... you can check the edge to see the copper core. Without knowing their exact grade it's almost impossible to put a value on these coins. 1994 uncirculated halves have a wide range as of 02/2010, going from about 75¢ in MS-60 to around $80 in MS-67. You'll need to have them examined in person. The only 1994 halves struck in silver were issued as "prestige" proofs and have an S mint mark. These are in the $25-$30 area for MS-65.
"BU" is a level of coin grading. It means "Brilliant Uncirculated" meaning that the coin has not been circulated and still has the bright and clean appearance it had when it left the mint. Another term meaning the same thing is "Gem Uncirculated". Any coin described as BU or Gem will attract a high price for that particular type of coin.

The value of coins vary greatly with condition. Within mint state (new) coins the condition and value also varies greatly. If the coin mentioned were in fact truly a gem bu. Gem bu being defined as ms (mint state) 65 or better it would be quite valuable. Probably in the $ 10,000 range. If it were choice bu (ms 63) it would be closer to $ 2,500 and if it were just bu (ms 60) it would be valued at about $ 800. Circulated examples vf sell for about $ 200 and xf for $300. Since the value increases so dramatically between ms60 and ms65. It would be just about impossible to sell the coin as a gem bu without it being certified as to grade by one of the major coin certification services. Hope this helps.

The BU designation does not mean much. It is best to have coins professionally graded. That being said, the Carson City silver dollars are a great mint and that is a good year. A "brilliant uncirculated" could mean a variety of grades, but should qualify for at least a MS60 and go up from there. An MS60 can fetch $210.00 and an MS65 can go for $1810.00 so you see, it's best to get the coin "slabbed," or graded by a professional grading service. This will cost about $100.00 and can be done through your local coin shop.
