The US did not make any silver coins dated 1978, if the coin is a large size Eisenhower dollar its likely only face value unless its Proof or Uncirculated.
Eisenhower Dollars were minted from 1971 through 1978 at the Philadelphia, Denver and San Francisco mints. The mint mark is located on the Obverse [heads] side of the coin at the base of Eisenhower's neck and above the date. A letter "D" indicates the coin was minted at the Denver mint. An "S" indicates the coin was minted at the San Francisco mint. If there is no letter, that indicates the coin was minted at Philadelphia. July 9, 2009 I will assume you are refering to the 1973 Uncirculated US Mint Set. There were 1,767,691 of the sets produced and it has a value of about $20.
The 1986 US Uncirculated Mint Set sold for $7 when new and today is valued at $16.
