It was illegal to do so
IT CAN BE, BUT IS NOT NECESSARILY SO. Capitalism is exclusively an economic system where private companies drive a country's trade and industry. So, in terms of economics, capitalism leaves the wealthy industrialists and entrepreneurs in control of the economy. However, as concerns governments, capitalism provides no clear answer as to who is in power. Capitalism can occur under nearly any form of government, be it democracy, monarchy, autocracy, military junta, or a theocracy.
Small scales, socialism and over-representaion in parliament and a burocracy in too high a proportion, too much welfare and overly strong and controlling trade unions who call industrial action rather than negotiate.

Unions were formed to advance the interests of the common workers against those of the owners of the companies in which they worked. This was pure Marxian theory where the workers (proletariat) were in constant class struggle with the owners of the companies (bourgeoisie).
