I have not read that Bush ever borrowed money from China. Of course, the US government regularly borrows from China by selling bonds to the highest bidders. China can and does buy US bonds from time to time.

Nobody decides how much money the government has to borrow. When the government wants to borrow money it has to issue or create debt with the US Treasury.
Because the US spends far more each year than it takes in. That is called the deficit. Every year that we have a deficit, we need to borrow money to make up the difference. That is called the debt. Much of that loaned money comes from China, or the debt was assigned to China by whoever the US borrowed from. Since we're living on borrowed money, we have to owe someone. China is one of those someones.
I have never seen anything along these lines in the print media or even Underground radio such as WBAI. It is out of the Question.
