A "license" to mine gold in not important. What you need is the right to mine it. You can't go onto private land and attempt to remove minerals. Only the person who holds the mineral rights to that land (and it may not even be the owner!) can do that. Additionally, you cannot remove materials from public land. At least not without a government-issued permit -- if they'll even issue you one.
