Additionally, transportation to get the fuel out of the area was also interrupted for quite a time.This cause a transient but serious shortage of fuel ... the supply went down, so the price went up.

I would say the US economy is currently in a depression, but I am not an economist, and I do not think you will hear any economist say that at this point. But I am calling it a depression. Two years ago was a recession, now we're in a depression. Yes, but the magnitude is still unknown.
I highly doubt it. Even if there was such a software, it definitely would not be free.
