Plans failure in Nigeria is due to lack of perfect monitoring system in the country. This gives the contractors the chance to divert the fund made available to them for their own selfish purposes.

Another big factor is a corrupt government. most of the contractors receive half the money mapped out for the contract. this makes them to leave the contract half way.

Again, the people are reluctant to the affairs in the government. If a government promises something, and ddn't get it done, would't the people ask why its not done? but most of the cases, the people are not bothered with that.

Another stunning factor is corrupt chief, most of the leaders of towns in nigeria has a direct cut from which some corrupt leaders will give them. though this is reducing as the EFCC will cramp down any Economic crime which gets to its table.
