Because it is best to give material aid. When material aid is given to poor countries, they are able to use those materials like food, military weapons systems, clothes or building materials. They are like consumers, you and me. Because we can't use all the materials we produce in our country, we give them away as aid. That way our people are still able to keep producing materials and have work. If we gave money away to poor countries, the hierarchy would pocket the money and the poor people would get nothing to buy materials for which the money was intended. Look at our welfare system, recipients trade food stamps for drugs and cigarettes and their children starve.
