check the battery voltage, check battery cables, check ignition switch(where you turn the key), or check the crankshaft position sensor. cheers
THE STARTER IS GOING BAD
Did you check your starter?
The relay is attached to the starter and is an integral part.
On a 1997 Saturn, the starter is located on the engine block, specifically on the driver's side near the transmission. It is positioned just above the transmission bell housing and can be accessed from underneath the vehicle. To replace or service the starter, you may need to remove the battery and some components for better access.
If your 1997 Ford Crown Victoria clicks when trying to start, it often indicates an issue with the battery or the starter. The clicking sound usually means the starter motor is not engaging properly, which could be due to a weak battery, corroded battery terminals, or a faulty starter solenoid. First, check the battery charge and connections; if those are good, the starter may need to be tested or replaced.
I replaced the starter on my 96' Avenger. It is located right beside the oil filter. To remove the starter I had to take off the oil filter and the part connecting the oil filter to the car.

Check the connections at the starter, and at the battery. If they are good, remove the starter and have it bench tested at an Auto Parts Store.

I found that water leaked onto my distrib cap and under the mod caused a weak spark and took starting fluid to start till I replaced the mod No prob sence
Double check the battery cables at the battery and at the engine, be sure they are clean and tight.
A single click, especially if it sounds quite heavy, is perfectly normal. This is just the starter solenoid engaging, switching the battery current to the Starter Motor. However a repeated clicking, usually indicates that a relay may not be latching correctly, consequently needs to be replaced. Check your Neutral Position Sensor - If the Vehicle is not fully in Park or Neutral it will not even attempt to start.
