Yes, a man can kiss a man, and many men do kiss each other. When a man kisses a man romantically, this may mean he is homosexual (more commonly called being 'gay'). In decades past, being gay was considered a criminal act, but these days, attitudes are changing and there is much more acceptance to being gay. Still, in some parts of the country, there is a lot of prejudice against gay people, and the idea of two men (or two women) falling in love is regarded very negatively. But on the other hand, in a few parts of the country, gay people have equal rights and can marry. It should also be noted that in some cultures, men kiss as a greeting, and they are not gay at all: in certain countries, this is just part of their culture and when you see two men hugging and kissing, it does not mean anything sexual.
