The minimum requirement is a bachelor's degree in engineering. There are also a number of specialties. Some would include the following.
You get a degree in engineering then work on a ship
You will require a relevant tertiary qualification (Bachelor's degree) or higher to work as an Engineer of any discipline/kind be it Mechanical, Civil, Marine and so on. To become a Mechanical Engineer, you will need to choose a program that focuses on that area (e.g. by selection of your units of study/majors) or awards a degree in that discipline specifically. An alternate route is to do an Associate Degree (typically 2 years of study) and seek field work as a technician or equivalent under a fully qualified Engineer. From there, you may be able to continue your studies and earn a degree while working in engineering.
You should first work as a site engineer which will increase your knowledge of the sequence of work and to experience the work site. Then move on to junior planning engineer before you become a professional planning engineer.
To build weapons, you would need an engineering degree. A mechanical engineer, systems engineer, nuclear engineer, or aeronautical engineer could play a part in the design and construction of weapons.

In order to work as an Engineer you need at least a Bachelors degree in Engineering. This type of degree can take any where from 4-5 years depending on the University program. However to advance in the work force it is a good idea to have a Masters degree.
Development studies would be a good degree, otherwise something like Social Work or Sociology.
The starting level degree is the same, the course work is different.
To work as a professional engineer, engineering degree in that relevant field is a requisite.
