The only time in my 28 years of teaching I recommended a student move to the next grade was a boy who had repeated 3rd grade 3 times and was going to be 13 before he got out of my 5th grade. I suggested he move to 6th for the last half of the year, then to 7th at the start of the next year and finally to 8th. The parents didn't do this and by the time he was in 8th he had been expelled from the school.
