Bullying is a problem in every school including Private Schools. It's called, 'the pecking order.' However, bullying has become extremely dangerous in schools and in Canada at least there are programs for teachers to take to recognize true bullying. It is no longer acceptable to say 'children will be children' or, 'it's just the pecking order.' Bullies are dysfunction individuals and generally it stems from the environment in which they grew up. Canadian law will be making more parents responsible for their children's bullying habits and to clean up their act. Bullies use things like not wearing certain clothing as an excuse to bully stating that this particular child 'does not fit in.' In some cases if the person is considered 'from the wrong side of the tracks'; comes from a poor family; they are students that are smart (nerds as other students may call them) or they don't wear the right labels of clothing or footwear don't fit into the criteria of what one bully or a group of bullies may feel they should. Bullies were once related to boys, but the girls are even worse in some school and generally hang around in packs. The odd thing is, get one bully alone and generally they are weak, but get them in a gang and one tries to out do the other. This reflects on a child that does not fit into the bullies criteria as to how that person should act or look. Not wearing a uniform is segregating the child to a degree, but is not the total cause of bullying. It is to the parents best interest to see the counselor of that school and consider whether to keep your child there; move them to another school or home school them. Unfortunately, the U.S. Government is trying to distinguish home schooling.
