I can only answer from a UK perspective.
In the UK, BTECs range in level from the BTEC 1st diploma (a level 2 qualification) right up to the BTEC Founddation Degree (a level 4 qualification) that, with an additional year of study at university can usually be "topped-up" to a full bachelor's degree.
