Basic education is the responsibility first of the parents and then of the community to set up and supervise the local schools. HIgher education for the 20% or people who can profit from it should be offered by the states.

No, the opposite happens and costs will become higher. You may not see it at first, but it will be reflected in the national deficit and debt, making the graduates of college pay for it in taxes in the future. As a result of the Federal government and state governments subsidizing higher ed and bearing the risk of being the lender of last resort, education costs have exploded. Less poor now go to school then in the past and higher education profiteers are the only real winners of this government and business partnership.
