A Library is a collection of items (usually beginning with books) that have been organized in a way that their contents can be ascertained without reading each book. Each book has a label indicating its address in a format called Dewey Decimal (like an old fashioned book GPS) where it can be found. The best use of any initial monies is hiring an expert who can train staff in key skills such as asking the right questions and training in the basics of librarianship. If there is money for a software library catalog, it needs to be one that can accommodate at least two terminals - one for student searches and one for the cataloger/checkout station. Having a catalog that only the librarian can touch means that students will never be able to search on their own....this is a major oops The benefits of a library are the ability to open up to the entire student body all types of books- not just ones that were in their classroom - and access to more expensive books that need to stay in one place - the big book of flags for instance. But who the ^&*%% needs more books you say?! It's all going to be on the internet soon so why bother about anything other than textbooks.!....If nothing else, consider that the best way for children to learn to read is still via paper. And the process of learning to read continues way after they've finally decoded un-der-pants. Typically it is not until late middle school that the typical student can be considered fully fluent. That is when it can begin to make more sense to substitute electronic sources for print.
