It depends on how you mean this. The concept of "belonging" does not really exist in Arabic in this sense.

If you wish to say "I am from Lucknow, India." the translation is "Ana men Lucknow fil-Hind." (أنا من لكناو في الهند).

If you wish to say "Lucknow, India owns me." the translation is "Lucknow fil-Hind yamlekni." (لكناو في الهند يملكني).

If you wish to say "I am part of the community of Lucknow, India." the translation is "Ana juz'a men mujtame'a Lucknow fil-Hind." (أنا جزء من مجتمع لكناو في الهند).
