well from my perspective ice is Aisu and angel is tenshi so i think its "aisu tenshi"! Another way to say this would be to use 氷 (koori) the Japanese Kanji for "ice" with 天使 (tenshi), which is as stated above, "angel". Then to say "Ice Angel", it would be 氷の天使 (koori no tenshi).
青い氷 (aoi koori) would mean "blue ice" in Japanese. If you mean " blue icecream", it's better to say 青いアイスクリーム (aoi aisukuriimu)
