Looking for the 'best university in the world' in anything other than the most specialized research areas is futile. Be content to find a few really good universities for a subject. Oxford has a good reputation for many areas of History at both undergraduate and postgraduate level and is one of its strongest subjects in the Humanities. Edit: If you go to the Times website they have a section entitled 'Good University Guide' which gives you the best universities for each subject and is updated yearly.

No. That would be the University of Bologna, founded in 1088, nearly 100 years before Oxford was. Oxford is the oldest University in the English-speaking world and the second oldest university period that's still in operation though. (The University of Paris was founded before Oxford University, but all French universities were suspended from 1793 to 1896; the modern Sorbonne can trace its roots to the University of Paris, but it's not the same university.)

FYI: It is located in Oxford, England and is actually the oldest English speaking university in the world (it has existed for over nine centuries)! On a personal note: I have a friend who has recently been accepted to Oxford for Arts so again, yes University of Oxford does exists .
