This is entirely up to you. However, the minor you choose should enhance your primary program of study (major). For example, it you plan on working with a diverse population, you might want to think about minoring in another language. If you plan to work in an urban area, then maybe a minor in urban studies might be an option. Then again maybe something in human services should be considered. Whatever you choose, it should be in alignment with your overall career goals and objectives.
No technically freedom of speech does not apply to minors. A good example would be a school censoring a students article in a school news paper which would be perfectly ok to do.

University of Iowa, Northwestern, and Arizona State are "known" for speech pathology. When looking at a Master's Degree program, it is good to look at the program's course of study, the interest areas of the professors, and the areas of research that the department has produced to see if these are areas of interest for the prospective student. When I am hiring an SLP, it matters little to me where the person went to school. I just want to be sure that they are excellent clinicians.

I'd recommend history, sociology, psychology, criminology or anthropology (of course, it's a given that your English skills are above average...right? If not, focus on your writing. Regardless of your major or minor, good writing will carry you through more than any other single skill-set).
