The thing to do is suck it up and do the work, but make sure that you describe in the evaluation the steps you took to try to get the person to participate: keeping them in the loop, communicating duties (CYA in email), helping them to understand the division of labor, group discussion of what is happening so it looks like you actually tried to solve the problem. Once the project is done, refuse to include them on a team again. Of course, you are stuck with them at work or in public school and you just have to do the best you can in the situation.
