Basically, block letters are upright (as opposed to Italic) letters that have no embellishments or adornments. The font used here in the answer windows contains mostly block letters. What do I mean by embellishments or adornments? Look to the right, at the header "Recent recommendations". Notice the upper case R. Compare it to this R and the R you see at the link. At the bottom of the straight vertical line is a horizontal footer, and at the top, there is a small jot out to the left. These marks are called serifs, and they are historically connected to the appearance of the stone engraved lettering of ancient Rome. Engravers may have gotten into the habit of cutting letters into stone, exactly following the texts painted onto the stone for them. Block letters show just the essential features of the letter without any extra flair.
