There must be some error in this designation.
Let me explain,
ASME Pipes will have the SA designator before the specification i.e. ASME SA106
Wherelse, ASTM Pipes will have the A designator before the specification i.e. ASTM A106
The Specification in your question is not part of any International Standard (to the best of my knowledge).

It's an old (pre-1962) grade of Carbon Steel, replaced by A 515 / A 516 in 1962

The B means B grade wood,and the dl means deluxe grade.Thus you have a B deluxe grade model of the remington model 700.
An "A" means perfect, nothing wrong, understood everything & "B" mean some mistakes, and didn't quite understand everything.
