Not all schools are owned by the government. But they are part of the public services provided by governments to ensure the populace gain a basic education.
PUBLIC
It reformed education because the governments began to create public school systems for both races which had not existed in the South before.
Local governments provide a range of services to residents, including public safety (police and fire departments), public transportation, waste management, parks and recreation, education, and utilities like water and sewage.
This is one of the basic economic questions. But these judgments are based on decisions governments make, maybe in a year or even in a day. They may choose to provide better education and healthcare, or improve the public transportation system.
