The White House is the President's home once he moves in. Of course he is allowed in every room. He would respect the privacy of any live-in guards and servants, of course, but with due notice, he could enter their quarters.
Usually they do not do a complete background check on all those who enter a military base.... although with the way security is nowadays you never can tell what might be allowed from one day to the next.
