It depends entirely on the particular receiver. Some use the USB or serial port to be used to control the receiver. In those cases, a protocol manual or a PC utility may be available. The ports are more often used for diagnostics and the communication protocols will normally be restricted to service engineers. In other cases, the ports can be used for data transfer or even software updates. More often than not, the ports are unused and were included as part of the hardware development but not used by the software. Take a look at the manufacturer's website and look up the support page. You may et lucky and find out how the port can be used. If not, then it is down to trial and error - a very time consuming activity that normally does not get any useful results.

How do you connect a satellite receiver with a computer?

This depends on the brand your satellite tv receiver is. If your receiver is for example, Dreambox,  than you could connect it to a computer via the RS232 port or via the ethernet port located on the Dreambox receievr. On other brands, this may be different. On some brands you can not connect a tv receiver to a computer. So this is different for all receivers. Also, some special softwares would be needed to establish the conenction between computer a receiver.

Does the laptop receive signals for a satellite?

For a laptop (or any computer) to receive signals from a satellite you must add a receiver card. This could be external (USB interface) or internal (PCMCIA for a laptop, PCI for a regular PC). The receiver card has to be fed signals from a satellite antenna or a satellite dish with amplifier converter, known as an LNB. You do not say what signal you want from the satellite. You can watch TV or download data using a satellite receiver card, for this you will need a subscription with a satellite ADSL provider, who will also offer you the card and the software.
