When talking about your brother and sister to somebody else, you would typically use the pronouns "they" or "them." For example, you might say, "They are coming over later" or "I spoke to them yesterday." If you want to refer to them both together, "they" is the appropriate choice.

This is a very personal view-point. As some people strongly believe that their loved ones are still with them - it would be acceptable to say that he is still your brother. But when referring to things that he did/said/etc.. you would say "My brother /was/ this..." "My brother /did/ that..." etc.
