Assuming that you don't have the owners manual, in my 1999 SL2, the DRL relay is in the underhood electrical fuse box which is a rectangular box (maybe 4"x8") to the right of the battery. Unscrew the knob, remove the plastic cover and you'll see a bunch of fuses and relays. The diagram for what is where is molded into the inside of the cover.

Daytime Running Lamps are automatic if you have the car turned on, in gear, the parking brake off and the ambient light is bright enough to not trigger the automatic switch. If however the car is on, it's in gear, the parking brake is off and the ambient light is bright and the day time running lamps are still off then you may need to just turn your headlights off. If that doesn't fix it, you may have a bad resistor, a burnt out light, a burnt out fuse or bad wiring. The first three are easy to fix. The last is not.
There are 2 fuse boxes on a 1999 Saturn SL2. The fuse for the tail lights is in the Electrical fuse box under the hood. It is located on the drivers side in front of the battery.
