b) BITS has almost always been ranked above IIT-Roorkee. In the past 11 years, it has been ranked above Roorkee 9 times. In fact even for the year 2009, the rankings were:

IIT-R - (6,7,8,8) - (India Today, Outlook, Mint, EFY)

Definitely EE at BITS Pilani. Firstly, EE is a better branch than Biotech in terms of placements and future job opportunities/growth. Secondly, BITS has always been ranked better than IIT-Roorkee.

IIT BHU all the way. IIT BHU has always been ranked alongside Roorkee if not above in all engineering college rankings.

electrical engineers pretty much always out-earn the other types of engineering. computer engineering too, but computer engineering is really just a subset of electrical engineering, so it's better to do electrical and leave yourself with more options.
Electronic and Communication engineering is the best,because it has got advantages over Electrical and Electronic engineering.
There really is not a "best" in this case. If you are interested in building and maintancing computers, creating programs, maintaining and creating internet networks then computer engineering would be better for you. If you are interested in building, maintaining and analyzing electrical systems then electrical engineering would be better for you.
It depends on you, and your personal preference. What are you interested in?
