Only if you're streaming them to yourself. It would be legal to have a DVD on your computer at home and have it stream to you on another computer as long as it's not being copied. Whether this is legal to do to someone else is anyone's guess.
If you have 'Home Sharing' you can sign in on your new computer with your itunes account and your computer would ask you if you would like to turn on home sharing and it will guide you through the steps from there.

Have you tried creating a Virtual Private Network via your home computer? Basically you would be connecting to Facebook via your home computer, and to your home computer via your work computer. Since your work computer would only see you connecting to your home computer, which it wouldn't recognise as a blocked site, and since your home computer wouldn't be on the list of public proxies which are presumably also blocked, you should be able to connect.

If you are looking for mobility I would recommend buying a laptop, netbook or tablet PC. Working at Home would have to be a fast computer so it would therefore have to have a lot of space. If its simply a home computer buy an operating system that your family is farmiliar with, Apple, Windows, Linux etc...
