Literacy tests are considered a bad idea because they can disproportionately disenfranchise marginalized groups, particularly those with limited access to education or language resources. Such tests can perpetuate systemic inequalities and discrimination, often serving as a barrier to voting and participation in civic life. Additionally, they fail to accurately measure an individual's abilities or knowledge, as literacy does not equate to competence in understanding complex issues. Overall, literacy tests undermine the democratic principle of equal access to participation.
