My son's 1999 Salvaged/total Saturn SL1 was rebuilt using many engine and body parts from 1995-1999 Saturn SL1 and SL2 cars, I believe it will work fine. I do not recommend before 1995 or 2000 or later models. I do not recommend SL2 either.
I am not the expert but most of my son's engine is not 1999 SL1.

No, the engine will not fit. The engine of 1999 is designed to be compatible with the car's other parts, but if you were to put a 1998 engine into a 1999 car it would not work properly.

Yes, but you will need to swap over the lower mount bracket from your original engine onto the replacement engine. And you'll need to install a 1992-1998 timing chain cover onto the 1991 engine.

If they are both dohc, then yes. If the older motor is a sohc, then you will need to change the wire harness and computer...possibly other components to make it work.
