I think they should so they can use them on the breaks but there is no reason in class. if their parents need to reach them they can call the school. It worked for many many years before mobile phones existed. if the school totally ban them in school it might be they want the students to focus more and concentrate on school and not everything outside. It's only a few hours a day and actually talking to people and socializing face to face is a social skill more people need to learn.
