Older cars used a system where they used a simple system that would pass all the current through a flasher unit. As the flasher unit got hot it would open the circuit. This flashing off and on would account for the flashing.
If you have a blown globe the current would only pass through one globe therefore halving the resistance turning the flasher on and off more often.
