If a 2005 Scion TC died after driving for about 16 miles with the gas light and was towed to a dealer where they said the fuel pump is busted and will cost 600 to fix is this a rip off?

Labor is only gonna cost me $85. I have a friend that works in the service Dept. I'm just thinking $515 is a lot of money for parts for a fuel pump.
