The term "grid" was used before computer control of active and reactive forces, phase and frequency control, etc, the grids were ad hoc, they behaved according to the stresses and demands on them. A "smart grid" is monitored and controlled in such a was that it remains stable under a much greater span of circumstances than was possible previously.

There is no difference because grid dosn't exist. Smart grid is the name given to the next network which will allow infrastructure to interact between them in order to manage better needs of electricity. Also smart grid include new sources of energy like solar panels and wind turbine. That's why we say it is "smart".
