Dual voltage motors have a diagram under the wiring plate.

1. Unplug the motor from any power source.
2. remove the wiring plate. It's right next to the box where the power cord enters the motor.
3. Examine the drawing. There should be two wiring diagrams, one labeled 220 and another labeled 110.
4. Reconnect the colored wires to match the voltage that you want to use.

Not in any realistic way. You'd need to rewind the motors, which'd basically mean remanufacturing the tools.

If you want to run 110 V Power Tools from a 240 V outlet, you'd need a step-down transformer rated for the Power drain of the Tools.
