If it's low voltage, such as a cable company or telephone company, you should be able to contact them directly and ask them to bury the wire.
If it's a power cable you should contact the electrician who ran the wire or the local power company.
Either way, if you get no results, contact the local building and zoning department; they should be able to help you force a contractor into compliance.

Connect all white wires together under a wire nut and push them back into the box. Connect all ground wires together and then connect them with a jumper wire to the ground screw on the switch. Connect black power in and power out, if applicable, wires to the bottom screw on the switch. Connect the remaining black wire going to the light to the top screw on the switch.
A typical panel has three large wires entering the main panel from the electric meter and a bare ground wire. Two of the large wires are hot and go to the busses where the breakers are mounted. You need to have a grounding rod made of galvanized steel that is driven straight into the ground until only half an inch of bar is remaining above ground. The ground rod should be at least 6 feet in length. Drier land areas normally require a longer grounding rod, or more of them, spaced 10 feet apart. The ground rods themselves should be placed in [an] area[s] that are naturally permanently moist to have any effect. Then you have to run a grounding cable that is attached to the ground rod along the bottom or top of the fence (can be the top wire or bottom wire) all the way to the fence charger. This cable needs to be attached to the ground rod by ground rod clamps That grounding cable should be attached to that fence charger in order for the fence to be properly grounded. Ground rods in the U.S. on a residential home are 8 foot long and are driven 8 feet into the ground. The top of both ground rods should be flush or just under the surface. One ground rod is placed directly under the meter base and another one is placed 6 feet to either side. They are connected together and grounded to the meter base with the correct size ground wire based on the amperage of the serviced being installed.

This can get to be a real hair puller, but maybe not. Disconnect the wire going to your tank, usually on the top and hard to get to. Turn your key on then ground the wire while someone watches the guage, which should go all the way to full. If it does "and be sure you have a good ground" the sending unit in your tank is bad. If it still doesn't move, your problem is in the dash gauge or wiring.
On my 64 falcon ute the ground wire goes from the battery straight to a head bolt on the front left of the engine . The head bolt has a secondary bolt threaded into the top of it . The rest of the car gets its ground from another wire that connects to the starter motor mount and goes straight to the fire wall this is only about 200mm long . Hope that helps

A ground wire touching smaller wires can burn out your starter. It is more likely that it will burn out the solenoid before burning out the starter.
