The magnetic field produced by the powered phase induces a voltage in the other two phases. Such a setup has no rotating field to start the motor, but it will continue to run if already turning. The power output will be less than normal.

This is the principle used in so-called rotary converters, used to run 3-phase equipment from a single phase source.
