A bench and no load! Whatever you are testing has no load. It might be a generator or a motor for example. If a motor it wouldn't be connected to anything. If a generator it would have nothing plugged in.

Why were instrument of a transformer placed on a high voltage side in short circuit test?

I assume "tension" in this question should be replaced with "voltage". Short circuit tests are often performed from the lower voltage side of the transformer, since a lower voltage source is then required to perform the test. Often times the test lab may not have a source that can output a high enough voltage to perform from the high voltage winding.

What are precommissioning tests of transformers?

magnetising current test, magnetising balance test, s.c test, vector group test, winding resistance test, ratio test

What does power frequency withstand voltage test dry mean?

The withstand voltage is the amount of electrical potential, measured in volts, which can safely be applied to an object in various environments, typically dry or damp or wet conditions, at normal atmospheric pressure and temperature. The object must still remain functional after the voltage test has been completed. This question refers to a test done in dry conditions. The question also mentions power and frequency, which are attributes which refer to the type of electrical service being used to perform the test. The electrical service may be either alternating current, running at a certain frequency, or direct current.
