A transformer is a device that transfers electrical energy from one circuit to another through inductively coupled wires. Ballast is purely a coil simply inductor that controls the current supplied to the tube. Of which there will be some loss and drop in power factor. Yet it is a good system which can handle the voltage fluctuations in the input. An electronic choke has 2 diode bridges and 2 major capacitors, by which the voltage and current supplied are controlled. The circuit operates in three stages. Voltage boosting is good and immediate, also eliminates starter. But this creates harmonics in the system which may disturb other systems if produced in large and it also cant handle the fluctuations.
