I assume you are looking at bode plots. 20dB per decade means an increase or decrease in signal strength of 20dB for every decade of frequency (10Hz to 100Hz is a decade, 100 Hz to 1000Hz is a decade).
This is common talk when discussing filters. If you want further (graphical) explanation, search wikipedia for "bode"
The use of a decade counter is to store or keep track of something happening or an event . Usually, counter circuits are digital in nature.
The function of an IC 7490 Decade Counter, which is a computer chip, is to pin cycles 0 to 9 through QA, QB, QC and QD which are 4 bits in a binary number. The IC 7490 Decade Counter produces an output pulse for every ten input pulses.
it is a cmos decade counter with bcd to seven segment output integrated within the IC
it depends on what you want this circuit to do....... decade? count? async or sync?
4017 IC is a counter, divider integrated circuit. It is a decade counter that has 10 different decode outputs and is commonly called a CMOS.
20db is a soft sound.
"twice per decade" = 2 / 10 years = 1nce per five years
A group or division of ten; esp., a period of ten years; a decennium; as, a decade of years or days; a decade of soldiers; the second decade of Livy.
Between 1 and 20db

1956 is in the 1950's In fact, 1956-1965 is ten years, meaning a decade.
120 months. Simple math problem:what's 12x10? 12 months per year, ten years per decade.
The maximum allowable noise level reduction in a recording studio using a 20dB noise-cancelling system is 20 decibels.
It doesnt really have a meaning, Decade is like a greatest hits album, so the cover is probably just a picture they took that looks good
The Greek word deca or deka (ten) is the root word of decade.
A 10 year anniversary is called a decennial.
