The plan indicates that between 2005 and 2014, the economy's final energy demand will grow at 4.7 percent per year. To help meet growth in demand, part of the strategy is to increase the country's oil and gas reserves by about 20 percent and to reduce coal imports by 20 percent. The development of biofuels, as mandated under the Biofuel Act of 2006, will also contribute to the energy mix needed to eventually meet the goal of self-sufficiency
