Yes and no.
There used to be a hobby kit with all the materials (ceramic tube electric furnace, one bare silicon wafer, dopant chemicals, metal plating chemicals, wafer scoring scribe, wire, and chemical trays) and instructions to make 8 small silicon photovoltaic cells. But it has been out of production for more than 25 years.
It would be very difficult (but not completely impossible) to replicate something similar to this kit and make your own photovoltaic cells now, but certain materials would probably need to be purchased in prohibitively large quantity for an individual.
