Possibly, but it's inadvisable for several reasons (Note that I am researching this information via internet rather than personal experience). The most obvious is hardware constraints: you are running an operating system that is running another operating system that is running a game, so speed will be hampered considerably. Compatibility is also a problem: Parallels, like any emulator, has its flaws. These are naturally aggravated when dealing with complex graphical operations. Bottom line is, games generally require absolute control of your machine in order to run properly for both performance and stability reasons, and Parallels doesn't provide that kind of environment. Therefore, it's probably a bad idea to run games with Parallels and XP. Speaking of performance and stability... for the love of God, don't try this with Vista.

Not until they make a Mac version unfortunately. Don't forget you can install Windows on the Mac now with Boot Camp and still play Windows games. You just have to boot into Windows when you want to use any Windows games or applications. There's also Parallels, VMWare, etc, where you can have a virtual copy and not have to reboot but it's mainly used for low to medium applications as it shares the computers hardware.
Counter-Strike is not on the Mac, but the people on the MacRumors forum suggest Tactical-Ops.
