It's the connection between the steam outlet of the turbine and the condenser to which it is attached.
Hood spray is injection of water near the outlet part of the last stage of the low pressure turbine to prevent overheating of the turbine exhaust hood and blades when running at partial (less than 35%) load). This phenomena is caused by partially stalled steam flow at the blade roots (steam is recirculating with turbulence at those parts and heating up its self and the blades due to friction losses)
in a radial flow turbine the steam enters the turbine in the direction of its radius and leaves it in the direction of the axis of the shaft. in a axial flow turbine the steam enters the turbine in the direction of the axis of the shaft and leaves the turbine in the same direction.
Turbine is the correct spelling.
The Kaplan turbine is a newer, more revolutionary version of the Francis turbine, which came before it. The draft tube is used so that the turbine does not need to be where the water flow is lowest.

The purpose of exhaust hood spray is to decrease the temperature of steam turbine last stage that is probably LP. This is operate on low load specially at start up and shut down of steam turbine when the temperature at the outer most edge of the turbine blades of that stage is very high and As we know that the steam flow also decrease The temperature of turbine blade.

Yes
spray paint it
A vacuum breaker is a check valve installed on the exhaust casing of a turbine. It opens to prevent the collapse of the exhaust hood when the turbine cools and the condensing steam produces a vacuum.
spray lots of wd40 onto it
Just buy a can of spray on degreaser or something like Spray Power. Wipe off as much of the oil as possible, then spray it on the underside of the hood and then rinse if off.
They sell repro hood insulation precut to size. the braces usually hold it pretty well by themselves but just to be on the safe side, buy some spray on upholstery adhesive in aerosol can, spray the backsides then press on.
Windage losses are reduced by fitting the astern turbine in the lowest area available exhaust end of the astern casing. also by fitting hood over the last stage of astern and ahead blades also by fitting astern turbine in its own casing
as the air passes through adiabatic compression volume shrinks and hence temperature rises
After you pull the hood lever. push down on the hood & release. may take a few times. once open spray latch w/ dw-40.
They are bolted to the underside of the hood and go through the rear hood vent. One small screw for each one.
