Has anyone used tires filled with concrete to set fence posts without digging a hole how well did it work and was it prone to tipping over?

Well, I've seen poles for volleyball nets set into tires. But, for something that is expected to be stationary, like a fence, digging the holes would be miles better. You would use less cement, you could fence all the way to the ground and your neighbors on all sides would appreciate it.

I think you are talking about embedding steel rods (rebars) in concrete, right? This would make the concrete much stronger. It is called reinforced concrete, and you can make all sorts of structures with it, something that you can't do with ordinary concrete. Though, I am not even sure anyone is using non-reinforced concrete nowadays.
