If you are talking about alternating current you would use a step down transformer with the primary being 240 volts and the secondary being 24 volts.

You could use a buck converter, which uses a high-frequency transistor to switch a circuit consisting of a diode, inductor and a capacitor.

A: Use an LM117 tie 125 ohms from output to adj and from that point 2.2k to ground. It actually needs 2.275 ohms if precise voltage is necessary. You could use a PWM but this is easier
